Voluntary Compliance:
EACH PARTICIPANT EXPRESSLY AGREES THAT BY ENTERING A BRMGTPA EVENT:
The participant agrees to be bound by all of the decisions, rules and regulations of the BRMGTPA including all procedures provided for in this rulebook, and by decision rules and regulations which are applicable to a particular event.
The participant agrees to be bound by and abide by the decisions of the event manager, his/her designee and BRMGTPA officials.
The participant, by entering an event sanctioned by the BRMGTPA, also agrees that all decisions made during or incident to an event are final and may not be appealed or made the basis of litigation and agree to release and waive from liability and agrees not to bring any action against the event manager, his/her designees, the BRMGTPA, the owners of the pulling track, event sponsors, or event officials for any loss, damage, or injury caused by decisions erroneous or otherwise, or decisions based on malfunctioning electronic or mechanical equipment, whether due to negligence or otherwise.
The participant further agrees that any disputes concerning any event shall be resolved pursuant to the procedures provided for in this rulebook.
The participant agrees to indemnify and to hold the BRMGTPA harmless for any costs incurred by the BRMGTPA as a result of the failure of the participant to comply with the procedures and postscriptions provided for herein.
Warranty Disclaimer:
The rules promulgated in the current Rule Book are intended as guidelines for the sport of garden tractor pulling, and the rules relating to the safety of equipment is the responsibility of each driver who participates in the sport of garden tractor pulling under these rules. No expressed or implied warranty of safety is intended nor may be inferred from publication of these rules, or the compliance therewith. Nothing herein should be construed as a guarantee against injury or death to participants, bystanders or spectators. Specifications and rules set forth in the 2006 Rule Book are based upon the recommendations of competing members, crewmen, and other participants in the sport of garden tractor pulling. All participants in an Sanctioning Body (or member state association) sanctioned event must assume all liability for any damage or loss caused by or from their equipment or the use thereof.
Membership:
All pullers must be a member of BRMGTPA. Membership dues are $20.00 per person per year. No matter when you join, your membership dues only cover you until the end of that pulling season year. After the first year of membership, to continue membership, ALL DUES MUST BE PAID BY
FEBRUARY 15th OF EACH YEAR. Membership will be upon review by the Board of Directors.
Entry:
Registration for a class will close 20 minutes before the scheduled start time of the pull.
Scratching from class before it starts shall constitute a refund of the entry fee.
Scratching from a class after it has started shall not constitute a refund.
For registration we will continue to register as before. You will come up and sign up in. Your name will be put on the sign up sheet in the order that you are registered. We will give out magnets starting with number 2 and so on. After everyone is registered we will draw numbers. The person who's number that is drawn then will become the first puller for that class. We will announce that person's name and they will come up and switch out magnets. This will be done for all classes.
All drivers must sign a release form at every pull when the tractor is registered.
BRMGTPA has the right to refuse entry to ANY puller
Eligibility:
Contest is open to two-wheel drive, rear wheel drive, rubber-tired tractors. No recapped tires, no dual wheels, chains, studs, or paddle tires are permitted. ATV tires are permitted.
· NEW RULE: (Eligibility) All drivers under the age of 18 must have a parent/legal guardian signed consent on file with BRGTPA. NO EXCEPTIONS!. Minimum age is 6yrs (maximum 12yrs) for Junior Stock class. Junior class pullers may participate the Pure Stock (if they are truly Pure Stock to begin with) or Hot Stock classes with the same tractors they are pulling in the Junior Stock class and with the same safety rules as is stated in the Junior Stock class; 10yrs minimum age for Pure Stock and Hot Stock class tractors (10-12yrs age pullers will have to have a safety kill switch held by parent or guardian as outlined in the Junior Stock class); 13yrs minimum age for all Modified class tractors; 16yrs minimum age for all Super Modified and Mini Rod class tractors.
Drivers must wear shirts, shoes, and either short or long pants.
All vehicles are subject to safety and class eligibility checks by officials for compliance with rules. Passing of safety and eligibility inspection shall be required at each sanctioned event prior to allowing the vehicle to compete.
Any competitor refusing to have his/her vehicle inspected for safety and eligibility shall not be allowed to enter and/or pull in the class or classes in question until legality is established.
All drivers should be clean and neatly attired. Tractors should be clean and painted.
It is mandatory that all drivers attend any driver meetings that may be held by the promoter and/or officials. At the discretion of the official, a driver who does not attend a driver meeting may be disallowed to compete during the accompanying session of pulling.
Any member that tries to make conflict in any way to dishonor the association to his/her benefit will be put on probation or may be discharged from the club.
Any tractor legal in any class will be legal to pull in a class higher on the performance scale. This is determined by the track officials or class specific rules as outlined.
A single tractor may not take more than 1 place for class weight division. IF an event allows more than 1 driver per weight class, 1 must be designated as the puller of record. The other pull will be for exhibition only and must pull in order/position after the designated puller of record. Each puller must pay an entry fee. Only the tractor/driver listed as designated will receive trophy, points, or place.
One tractor/driver combination can only pull a maximum of 4 times per day/event total. For example: Tractor "X" and its driver may only pull up to 4 times per day/event but tractor "X" may be pulled by another driver in different class weight divisions up to a maximum of 4 times per day/event.
Points:
Participant must be a member of the club in order to receive points.
A competition vehicle must be registered for the current pulling season at the time of a given event in order to collect points for that event.
Points shall be awarded to any BRMGTPA registered tractor/driver combination that has legally entered and passed tractor inspection at that sanctioned event.
Points will be given to the tractor/driver combination
Club members will receive points at each pull. Points are awarded to tractor and driver.

A vehicle may collect points in more than one division that it is legal to run in.
If the end of season points race results in a tie, comparing the number of 1st place finishes during the season will break it. If a tie still exists, 2nd place finishes, 3rd place finishes, and etc. will be counted until the tie is broken.
The Points Committee reserves the final authority to settle any questions or disputes regarding point awards.
All published club pulls that the sled is at are points pulls unless specifically stated as a benefit or "fun pull".
If an event it called due to inclement weather and a tractor/driver combination has registered to pull in a class/weight division then that tractor/driver combination will receive 1 point. This is designed to reward people that make the effort to come out and support the club pulls.
Contest Procedures:
A drivers meeting will be held 10 minutes before the pull starts. As soon as the drivers meeting is finished the first pulling class will line up and be ready to start.
At the start time of the pull event a prayer will be said and the National Anthem will be played. Once these are finished the pull will begin.
Contestants must pull in the position drawn. In case of mechanical breakage, which has been confirmed by an official, contestant may drop to last position. If breakage is not evident, puller may drop 6 positions - this will constitute the puller's first attempt to pull and therefore will only have one remaining attempt to compete.
From the moment that both track and sled are prepared for competition, the puller has 3 minutes to hook and make his/her attempt to pull.
Each driver has the right to have the sled spotted to a particular location on the starting line. The driver or assigned crewmember is responsible to clearly request the location before the sled is returned to the starting line. In the case of a second attempt, a second location may be requested. Entire sled must be within the chalk lines at the start of pull attempt. No official pull may be started beyond the starting line or in back of the starting line. All sleds must be started in gear and with front of sled even with the starting line.
Each competitor will be allowed two attempts to make a measurable pull. An attempt is defined as moving the sled 1" or further. On first attempt, if the competitor lets off the throttle before reaching the false start line, the competitor will get a second attempt, even if he/she went beyond the false start line. If no attempt is made to back off the throttle, and competitor is flagged before reaching the restart line, no second attempt will be granted. Intent is not to slam on the brakes in order to stop before the false start line (or any time), but come to a smooth safe stop. False start line for Stock Tractors is 50 feet. Modifieds and up is 75 feet.
On any re-pull caused by contest malfunction, the competitor may either re-hook immediately or drop 6 positions.
Competitor will be able to drop to last if breakage occurs on his/her first attempt and he/she has let off the throttle previous to crossing the false start line. Puller will be eligible for 1 more attempt.
The first puller will be the test puller. Provided that the weight transfer is deemed right, the test puller may (a) accept their distance or (b) refuse their distance and immediately hook again for another potential two attempts or (c) refuse their distance and pull again in the sixth position. Note: Sixth position is defined as the position immediately following the next 5 competitors and their attempts.
Only the test puller, and only on his/her test pull, will have the option of dropping an out of bounds disqualification. All other disqualifications will apply. On all subsequent attempts the disqualification will apply to him/her. Should the class be restarted, the competitor disqualified (during the course of competition) will be allowed to re-pull in position drawn.
If the test puller has mechanical problems during his/her test pull, (before first official pull), the track official may grant the competitor the option of dropping to sixth position or to last position. This would mean that the test puller has dropped his/her test pull and will have a potential of 2 upcoming attempts.
It is the test puller's responsibility to inform the finish flagman as to his/her decision to take or drop the test pull. Leaving the track without informing the official(s) of his/her decision, forces the assumption that the test puller wishes to drop six positions.
If a class is restarted, all competitors having previously pulled will, in descending order, have the option to drop to last but not forfeit any pull attempts. In the case of a restart, it is the competitor's responsibility to alert the track officials of his/her decision.
If the last competitor in the class has difficulties, this puller will have 6 minutes to hook to the sled and make their first attempt to pull.
If a tractor is legal when hooked to a sled and breakage occurs while under the green flag due to unforeseen circumstances, the pull will be measured with the exception of previously losing equipment, ballast, or liquid, or going out of bounds on the same pull attempt.
All tractors must be in neutral/park while being hitched and unhitched to/from sled. During this time, the puller will show/raise hands in clear view as proof of safety to "hooker".
All pulls are to start with a tight chain. No jerking of the sled.
Any equip or condition deemed unsafe by track officials must be corrected before you will be allowed to compete.
A "floating finish line" may be used at the discretion of the head official and the sled operator in a pull-off situation only. Competitors must be informed of floating finish line prior to the pull-off. This is an option and not required at any event.
Order of pull-off will be in the order which the vehicles made full pulls
The decisions of the track officials are final.
Sled Requirements:
The sled must be operated by a person who is in a permanently-mounted, secure seat. All controls must be within easy reach of operator.
The sled must be fashioned with a snag resistant device which allows the operator to pull a competing vehicle's kill switch (in the middle of a run) if need be.
The sled must be equipped with properly functioning, adequate wheel brakes, able to stop the most powerful pulling vehicle that the sled may face without the assistance of the box moving forward.
The sled must be equipped with a properly functioning weight box brake adequate for the maximum weight that will be put into that box.
The sled must have a clutch or similar device, which will not allow the box to be moved forward beyond the stop point.
The sled must be equipped with a windshield in front of the operator.
The sled must have a single 3/8" (or greater) grade 7 (or greater), chain with a swivel on the hook end. Chain to be 36" (+ or - ½") long, including hook.
The sled must have steer chains from pan and buckboard to pull chain, 9" (+ or - ½"), on each side of pan draw bar. Steer chains to tie into main pull chain 13 ½" to 14 ½" ahead of first pivot point. These 5/16", grade 7 (or greater) chains are to be securely clamped or bolted to main chain (do not weld together). Steer chains should pull taut when competition vehicle has veered approximately 30 degrees from "in-line" relation to the sled.
The sled must have a green "GO" light easily visible to the track officials.
The sled must have a red "STOP" light easily visible to track officials.
The sled must have a white or amber "BRAKES APPLIED" light easily visible to track officials.
The sled must be equipped with a buckboard not less than 24" high.
Must be equipped with 1 fire extinguisher on each side of sled.
All weights must be secured in the weight box.
Box must be secured to both frame rails and have 2 sets of stops at top of frame rails.
Skidpan may use friction bars on rear half of pan only.
Sled must be capable of transferring 400%-500% of class weight.
Tractor Operations:
All tractors must be operated in a safe manner at all times. Tractors with only one seat will have only one occupant. This is to include tow and maintenance vehicles. Whenever tractor is under its own power but not hooked to sled, speed shall be comparable to being towed.
From the time it is hooked and the tractor is stopped by the flagman, no one, except track officials may be in the track between marked lines during this time of the tractor will be disqualified.
Before any tractor is started at any time, a capable person must occupy the seat.
Only the driver will be allowed on the tractor at any time. Drivers will not use excessive speed at any time during an event. Tractors will not be left running unattended at any time.
When the driver pulls up to hook to the sled, they must put their tractor in neutral, and take their foot off the clutch or drive mech. They must put their hands in the air and let the hook-man and sled operator know that they are ready to hooked to the sled. The tractor will not be hooked or un-hooked until this is done.
When a tractor is hooked to the sled the hook-man will roll the tractor forward to tighten the chain before the pull starts.
The puller will not start the pull until given "OK" ok by the sled operator and flagman.
The puller will not jerk start the sled.
If this happens the pull will be stopped and second pull will be made.
If this happens again, the puller will be disqualified.
Driver will remain in seat for duration of the pull attempt.
During active competition, the driver will have at least one hand on the steering wheel.
Tractor driver must remain seated during pull and maintain control of the tractor at all times. There will be no sitting up on the back of the seat. A reasonable amount of leaning will be allowed
Flagman has the responsibility to stop any pull attempt considered unsafe.
Causes for Disqualification:
Decisions of the event officials are final. Arguing with event officials can/will result in event disqualifications or suspension on second occurrence, membership can be revoked for one year from date of second occurrence.
Any competitor or member of his/her crew to be under the influence of any intoxication agent, drug, or having a blood alcohol content during contest activities shall be barred from any further involvement or participation in the event and suspension, or termination of membership.
Unsportsman-like conduct will result in disqualification.
Using edge of fender as a grasp point to obtain "leaning leverage" will result in disqualification. Sturdy handles may be installed for this purpose.
Excessive loss of liquid onto the track by a pulling vehicle either while hooked to the sled at the starting line and not made while in forward motion, and not due to internal breakage, may result in disqualification. Excessive is defined as any steam intermittent stream discharge on to the track, or a spot equivalent to more than 8" in diameter.
Depositing of any tractor equipment or weights onto the track during the course of competition (breakage included) will result in disqualification. Track official will red flag breakage and then tractor must stop
During the course of competition if tractor touches boundary lines then that’s where the pull stops.
Any contestant attempting to leave under the red flag will be disqualified.
Failure to have safety equipment in place.
Deliberate attempt to cause slack in the chain while under the green flag, is reason for disqualification.
Fire extinguishers are optional, but are recommended by club.
Protests:
Verbal protest must be made within 5 minutes after the end of the class in question. This must be followed by the formally written protest, which must be delivered to the entry clerk within 30 minutes. Forms are to be made available by the promoter or BRMGTPA official.
The protest must specifically identify the nature of the violation.
The protested tractor can be pulled in other classes at that event before submitting to be checked.
Tear down is by owner or owner's mechanic. At the request of the owner of the tractor in question, this process may be completed with the only witness being the owner, owner's mechanic and the BRMGTPA official.
If protested driver will not submit to inspection, he/she will be considered illegal. An illegal tractor must be proven legal before being allowed to compete again.
A tear down protest deposit consists of a deposit of $250.00 for the first item, $100.00 for each additional item in question. This deposit shall be made at the time of protest. Protest may be made by anyone competing in the same class as the vehicle in question.
For each protested item found to be legal, the protester shall forfeit the corresponding deposit. If said tractor is illegal, the owner will forfeit all winnings, entry fees, and points of the day for all classes that the tractor would be in violation. The deposit for all items proven illegal will be returned to the protester.
The BRMGTPA official shall decide the protest as promptly as possible and shall inform the parties to the protest decision.
If either of the parties does not accept the decision of the BRMGTPA official, the protest may be appealed (within 10 days of the official's decision) to the BRMGTPA Board of Directors for a final decision.
Protests must be addressed at the event in question. Even if the situation cannot be resolved on the spot, all relevant data (including photos if applicable) must be collected prior to the tractor in question leaving the event site.
Stabilizer Bars:
All tractors must have a device (stabilizer bars)to prevent turnovers. No exceptions!
No spring loaded stabilizer bar devices.
The device must consist of 2 separate sections, each equipped with either a skid plate or wheels.
Skid plates are to be at least three square inches at the ground contact point.
Wheels should be at least 1" wide and 4" in diameter or roller devices must be OK by safety officers.
Skid plates or wheels shall be no less than 5" behind the rear most part of the rear tires to center of stabilizer wheel axle or tip of skid pad and no more than 5" above the ground. Tolerance on height is + 1/4" (5 1/4") and behind tires - 1/4" (4 3/4")
Stabilizer bars shall be rigid enough to support the weight of the tractor.
No part of the stabilizer bars shall interfere with the sled chain or hook.
6" tall bumper bars are not mandatory but are recommended on all Modified, Super Modified, Mini Rod and Super Mini Rod classes. These would consist of a bar extending vertically 6" from the rear most tip of skid pads or wheels on the stabilizer bars. The top of the vertical bar would be supported by a brace, which extends to the wheelie bar, chassis, etc
Kill Switches
All tractors except stock RPM limited classes are required to have a switch that will kill engine and electric fuel pump in case of chain or hitch breakage. The switch will be located within range of six (6") either side of center of back of tractor with a minimum of a 1.5" circle. Switch must be located as not to interfere with hooking to the sled. Comment: Stock class tractors are strongly encouraged to have the same kill switch, but not mandatory.
Junior Stock classes are required have
a working kill switch to be held by a parent or guardian walking safely alongside the tractor. This kill switch must disable ignition and electric fuel pump (if equipped). On diesel engines, the kill switch must activate the air shutoff - no electrically operated air shutoffs. Diesel system may use a spring-loaded cap activated by a cable. Diesel system shall be deemed acceptable if it at least prevents the building of boost.
Fire Extinguishers/Helmets
All tractors except stock RPM limited classes are required to have a fully charged, functional fire extinguisher with a gauge within easy reach of the driver (minimum of 1 ½ lbs [2 ½ lbs recommended] dry chemical or CO/2-type extinguisher). Comment: Stock class tractors are strongly encouraged to have a fire extinguisher, but not mandatory.
All tractor drivers except those pulling in stock RPM limited classes are required to wear a
DOT approved or SNELL rated helmets with chinstraps fastened.Fire suits are not mandatory but are strongly recommended in the Modified, Super Modified, and Mini Rod classes.
Drawbars:
All tractors must be equipped with a drawbar that is horizontal and stationary in all directions. Hitching device shall not more than 3/4" or less than 1/2" in thickness and must have a 1 1/2" hole for hook. Pulling point may not be more than 3/4" from back edge of hitching device.
Pure stock tractors may use a clevis loop in a factory hitch hole so long as it has a 1 1/2" hole and is equivalent to ½" rod in diameter.
Pulling hitch should be made of steel or equivalent.
Drawbar must be parallel to the ground, and not more than 13" above the ground.
Nothing can interfere with the drawbar hitch or sled chain; drawbar hitch must be readily accessible.
If the adding of air or the removing of air in the front or rear tires occurs after crossing the scales and entering the staging area to pull, then the driver and tractor must have the drawbar hitch height re-measured.
Weights/Weigh-in:
Weights cannot interfere with hooking to the sled.
Class weight will include the tractor and driver.
All tractors must have stationary weight brackets (front weight brackets/bars can be extendable but must be able to lock into a stationary position once desired length is achieved before pulling sled). No weight in either the seat or hook point. All weights must be secured to the tractor. Weights are not to extend more than 5" beyond the rear-most part of the rear tire, nor shall they be positioned more than 8' from the center of the rear axle to the front (stock classes are no more than 6’ from the center of the rear axle to the front)
Weigh-in will occur before the pull is attempted. Tractor must have all safety equipment in place; have sufficient fuel, oil and water if applicable and driver in the seat. No adding of fuel, oil or weights after crossing the scales and entering the staging area unless re-weighing. If this happens, the driver and tractor must cross the scales again and re-weigh. Existing weights may, however, be relocated without repercussion. No tractor exceeding class weight will be allowed past scales and into the staging area. Weight includes driver and tractor and a 1% tolerance that will be allowed for all classes. This allowance will be given due to possible scale fluctuations; however, there will be no leniency on the accepted weight.
All weights must be safely secured to the tractor. Any excessive or obvious loss of weights or components may be cause for disqualification. Comment: The flagman must make the call during the pull. Any disqualification for loss of weight or component must be made during the pull. A pull is started when the sled starts to move and is ended when the sled stops movement, even though the tractor may still be under power.
